The correct answer to this question is yes, but it is not easy you will need to J-tag your Xbox and you will need to find a program called Xlast ( Xbox 360 and Live Authoring Submission Tool). Now Xlast is a program that is exclusive to Microsoft Dev's so I don't know how you'll get it, but I know it is possible.
